About this Role
The Climate-PFM Expert will play a pivotal role in assisting Mozambique to address acute climate vulnerabilities by developing climate-responsive methodologies and strengthening public finance management systems. This will include engaging with key stakeholders, promoting interministerial dialogue, and ensuring the alignment of public finance with the Paris Agreement goals. The role will require a strong focus on capacity building, knowledge management, and the integration of best practices suited for the Mozambican context. The expert will support various projects within the framework of global partnerships to enhance resilience and transparency in public finance management.
Responsibilities
- Provide high-level advisory support by reviewing and validating consultant deliverables.
- Prepare policy briefs and implementation notes for senior management.
- Promote evidence-based interministerial dialogue and stakeholder engagement.
- Design and roll out a national climate-responsive PFM capacity-building program.
- Support adoption of the Climate-Responsive PFM Toolkit.
- Develop and maintain a consolidated project roadmap and knowledge repository.
- Ensure continuous feedback is integrated into the National Training Programme.
- Coordinate with the Project Manager to align work plans and identify risks.
Requirements
- Master’s degree in a relevant field such as economics, public policy or environmental science.
- Minimum of 7 years’ relevant experience in PFM areas like budget preparation or climate finance.
- Proven work experience in public finance/climate finance.
- Strong analytical skills for policy advice and stakeholder coordination.
- Fluency in English and Portuguese.
